Ukrainian households and defense workers will see the direct effect of a new £10 billion commitment from London. President Volodymyr Zelenskyy announced the funding on October 28 following a phone call with UK Prime Minister Andy Burnham.

Zelenskyy detailed the breakdown of the sum in a post on X. The package allocates £7 billion for economic support over the next three years. The remaining £3 billion is designated for British export support. He noted that this export funding will primarily supply weapons to strengthen Ukraine's protection of lives. The president stated that this amount is separate from the annual support Britain already provides.

Zelenskyy described the move as a very timely step. He argued that the aid shows Russia Ukraine will not be left alone. "Every step to strengthen Ukraine brings Russia closer to realising that it must end this war of its own making," he wrote. The leaders also discussed sanctions during their conversation, with Zelenskyy noting that the UK remains firm on its measures against Moscow.

The announcement comes as European leaders grapple with funding gaps. The European Commission recently acknowledged that Ukraine's 2027 budget faces a €70 billion shortfall. That gap must be covered by international partners. The EU has appealed to the UK, Canada, and Norway to step up their efforts.

European Council leaders met at a summit on October 15 and 16. They instructed the European Commission to prepare proposals to address the €70 billion shortfall for 2027. The new British pledge lands as these proposals are being developed.
