Emanuel Cleaver secured his 11th term in the U.S. House of Representatives for Missouri’s 5th District. The Democrat defeated Republican Rick Brattin and Libertarian Randy Langkraehr in the general election held on Tuesday.
Cleaver reported more than $1.3 million in campaign receipts before Election Day. That financial cushion supported a message centered on local economics. His team emphasized lowering the cost of food and gas for families. They also prioritized protecting the long-term solvency of Social Security and Medicare.
The incumbent, who has held the seat since 2005, cited his record as a former Kansas City mayor and senior pastor. He pointed to federal funding secured for the city’s urban core. A recently passed bipartisan housing bill served as a central example of his legislative work.
The race was shaped by a dispute over which congressional map voters would use. Missouri leaders clashed over the district boundaries for months. The conflict culminated in a legal challenge that reached the highest court in the land.
On Sept. 25, the U.S. Supreme Court halted a new map backed by President Donald Trump. That Republican-friendly plan was championed by Gov. Mike Kehoe and passed in 2025. The map was designed to help Republicans gain an additional House seat. It shed parts of Kansas City to neighboring districts held by Republicans. It stretched the remainder of the district far eastward into rural areas.
An Associated Press estimate indicated that 59% of potential voters in the district were new to the area under the proposed plan. The new map was used in the August primary and affected nearly a quarter of potential Missouri voters. Brattin had been a plaintiff in the lawsuit that created uncertainty over the map. With the court ruling, the district returned to the boundaries used in 2022, a configuration that favored Cleaver’s re-election bid.
